Position: Manager Coordination International IT Workforce Development
Reports to: Director International IT Workforce Development
Location: Islamabad
Maximum Age: 40 years
Qualification: Minimum 16 years of education in ICT / Business
Administration / Marketing / Mass Communication / International
Relations / Project Management / Social Sciences / Humanities / Public
Policy / Management Sciences or equivalent disciplines from an
HEC-recognized national or international institution.
Candidate holding
Master’s degree in Project Management or equivalent qualification shall
be preferred.
Experience: Minimum 8 years of relevant professional experience in
managing national or international programs, skills development
initiatives, or digital transformation projects, with demonstrated
expertise in:
- Program Management & Implementation Managing multi-stakeholder projects under government or donor-funded frameworks (e.g., MoITT initiatives such as Ignite, NITB, or e-Governance programs).
- Monitoring & Reporting Designing KPI frameworks, dashboards, project trackers, and structured reporting mechanisms.
- Policy & Documentation Preparation of PC-I, NIS, RFPs, project proposals, and policy/strategy documents.
- Stakeholder Coordination Engagement with federal/provincial governments, academia, industry, and international partners. Preference will be given to candidates with:
- Public sector or semi-government organization experience
- Exposure to international workforce mobility, partnerships, or placement programs Key Responsibilities
- Support planning, execution, and monitoring of International IT Workforce Development and mobility initiatives under PSEB
- Develop and maintain project implementation frameworks, dashboards, and reporting systems
- Assist in preparation of PC-Is, RFPs, proposals, and policy briefs
- Conduct research on global IT labor markets, identifying in-demand skills and mobility pathways
- Align local training ecosystems with international employer requirements
- Build and maintain linkages with: o Embassies o Foreign chambers of commerce o International placement organizations
- Coordinate with universities, training institutes, and certification bodies to enhance global employability
- Support organization of: o International job fairs o Employer networking events o Workforce/export showcase initiatives
- Facilitate Government-to-Government (G2G) workforce mobility frameworks
- Prepare high-quality presentations, briefs, and talking points for senior leadership
- Ensure effective coordination among stakeholders, partners, and vendors Skills & Competencies
- Strong project management, coordination, and organizational skills
- Expertise in monitoring & evaluation frameworks and analytical dashboards
- Research and analytical capability to assess global ICT workforce trends
- Excellent written and verbal communication with strong presentation skills
- Proficiency in preparing reports, briefs, and official correspondence
- Experience engaging with international accelerators, chambers, and business councils
- Problem-solving ability in dynamic, time-bound environments
- Familiarity with startup ecosystems, capacity building, and public sector delivery processes
